A deck reads as a simple structure. Posts, beams, joists, a field of boards, a railing. That impression is exactly why so many of them need expensive work five or six years in. Start at the wall, not at the decking

What the ground here does to a footing
Much of Northern Virginia sits on clay-heavy soil that swells when it takes on water and shrinks as it dries. A footing that bears on that layer rather than below it will move seasonally, and a deck that moves seasonally opens gaps at the ledger, racks its railings, and eventually telegraphs every bit of that movement into the door threshold it connects to. Footings need to reach below the frost line and bear on undisturbed soil, and the depth requirement is set by code and confirmed at inspection rather than guessed at from a neighbor’s project.
Backfill is the quieter hazard. Lots that have already seen an addition, a regraded driveway, or a utility trench often have loose fill in exactly the spot a post wants to land. It looks like soil and behaves like nothing. Anyone who has watched a deck settle unevenly on one corner has usually found fill underneath it.
Water is the other half of the site question. A deck changes where roof runoff and sheet flow end up, and shading the ground beneath it changes what will grow there. Working out how the yard drains and plants out at the same time as the deck layout tends to save a second round of work on the grading later.
Permits, review, and the time nobody budgets
Decks are permitted work in Virginia, reviewed against the statewide building code and administered locally. Plans have to show the framing, the footing detail, the ledger connection, and the guard and stair geometry. Beyond structure, zoning governs where the deck can sit at all: rear yard setbacks, lot coverage, and how the structure counts toward what is already on the property.
The step homeowners rarely see coming is design review. It just needs to sit at the front of the timeline instead of the middle, and the current specifics are worth confirming with the city before a design is locked.

Materials against a humid summer and a freezing winter
The regional climate is hard on horizontal wood. Long humid stretches keep moisture in the boards, then winter runs it through repeated freeze and thaw. Pressure-treated southern yellow pine remains the default for framing and holds up well underneath, though as a walking surface it moves, checks, and needs attention. Composite boards trade that maintenance for a different set of tradeoffs: they will not rot, but the darker colors get genuinely hot in direct afternoon sun, and they still sit on a wood frame that has to be detailed correctly. Dense hardwoods look superb and demand specific fasteners and a real commitment to refinishing.
Orientation should drive the choice as much as budget does. A west-facing deck off the back of a townhouse takes heat all afternoon and behaves nothing like a shaded platform under mature oaks. If sun exposure is the reason the space goes unused, the honest conversation may be about a roofed porch instead, which brings its own structural and permitting questions but solves the actual problem.
Upkeep that is worth doing
Most maintenance advice fixates on the finish. The finish matters, but it is not what fails. Clear debris out of the board gaps, particularly after storms, because packed leaf litter holds water against the joists below. Look at the underside once a year: fastener corrosion at the ledger, staining that suggests flashing is not shedding water, soft spots where a post meets its footing. Reseal when water stops beading on the surface rather than on a fixed schedule, since exposure varies enormously between a shaded north side and a deck that bakes all afternoon.
